Because they are not; yes they have needs:<span class=\"text_exposed_show\">needs<br \/>\n\u2013 they have no education<br \/>\n\u2013 some do not have parents, others did, but they did not take care of them and made sure to meet their needs for emotional security (protection, love, respect, listening) and survival (eating , get an adequate education, play)<br \/>\n\u2013 they sometimes live in very precarious conditions, outside, on the ground.<br \/>\nBut they are not victims because that is not their identity.<br \/>\nThey are wonderful creatures created in the image of God, people who have happy plans for their lives, children who have incredible talents and gifts. They just need a boost to fill in the gaps they had.
