Because they are not; yes they have needs:\n- they have no education\n- some do not have parents, others have had parents but who did not take care of them and did not make sure to meet their needs for emotional security (protection, love, respect, listening) and survival ( eat, receive an adequate education, play)\n- they sometimes live in very precarious conditions, outside, on the ground.\nBut they are not victims because that is not their identity.\nThey are wonderful creatures created in the image of God, people who have happy plans for their lives, children who have incredible talents and gifts. They just need a helping hand to fill in the gaps they've had.
